Car Insurance Without a US License or SSN: Rules by State
This page is about driver licenses and car insurance only. It is not immigration advice. A traffic stop or charge can affect an immigration case; for that, talk to an immigration attorney or a DOJ-accredited representative.
The short answer
Insurance and SR-22 rules apply to every driver, whatever their immigration status. 19 states and DC issue a driver license regardless of immigration status; Texas, Mississippi and Florida do not. We found no state law that requires a Social Security number to buy car insurance, but New York's insurance regulator says an insurer may ask for one and may decline to quote without it.
States that issue a license regardless of immigration status
The National Conference of State Legislatures counts 19 states and DC, and Florida's DMV publishes the same list. We confirmed these on each state's own page:

Texas, New Mexico, Mississippi and Florida
- Texas does not issue a license without verified lawful presence. A visitor may drive on a valid foreign license for up to one year or until becoming a Texas resident, whichever comes first; a new resident may drive on a license from their previous country or state for up to 90 days. If you live in Texas, the visitor rule does not cover you; Texas DPS decides who is a resident. Texas DPS
- New Mexico offers a standard license that does not require proof of lawful status or an SSN. A person with a valid license from their home state or country may drive in New Mexico but must get a New Mexico license after becoming a resident. NM MVD
- Mississippi requires documentation of legal status to issue a license. Mississippi DPS
If you drive into Florida: Florida law treats certain out-of-state licenses issued to people who cannot prove lawful presence as invalid in Florida, and driving on one can be charged as driving without a valid license. Florida DMV
Buying insurance without an SSN
We found no state law that requires a Social Security number to buy car insurance. New York's Department of Financial Services says an applicant does not have to give an SSN, but the insurer may then decline to quote or issue a policy. In California, AB 60 license holders can buy through the state's low cost auto insurance program if they meet its income and other rules. Some insurers and agencies advertise that they accept a foreign license, a consular ID (matrícula) or an ITIN; ask before you apply.
SR-22 rules are the same
We found no state source that treats foreign-licensed or status-neutral license holders differently for SR-22. Texas law, for example, requires financial responsibility from anyone who operates a vehicle in the state. How SR-22 works
